The restriction allows exceptions when agents are executing a criminal warrant or working with partner agencies. The Department of Homeland Security had not publicly released the full directive when this update was published, so its duration and detailed operational rules remain unclear.

The change follows the fatal shooting of Johan Sebastián Durán Guerrero during an ICE operation in Biddeford, Maine, and the earlier killing of Lorenzo Salgado Araujo during an enforcement encounter in Houston. Officials have offered accounts of the encounters, but the investigations have not produced a complete, independently verified record of the final moments in either case.

Suspending most stops is a significant operational response, not a finding about whether either shooting was lawful.
